This is stated in an article by Ukrainian Foreign Minister Dmitry Kuleba for the Atlantic Council.


โ€œAn increase in NATO's presence in the Black Sea region will significantly reduce tensions and stabilize the region, and not vice versa. Ukraine has been dealing with Russians for a long time and understands their reasoning very well. The Russian leadership only grows stronger when it feels weak. From the Russian point of view, there is nothing more attractive than the indecision of their opponents, โ€said Kuleba.


In his opinion, Russia respects strength and will not run the risk of escalation if it is confident in the decisiveness of the other side.


That is why Ukraine is calling for an expansion of NATO's presence in the Black Sea region and increased cooperation between NATO and non-NATO allies, โ€the minister added.


He also stressed that the sooner the allies give the Kremlin a clear signal of determination and unity, the better.
